Decision: That the application by Hemang Shah for a premises licence for ‘Station 31’ (299-303 Harrow Road, Wembley, HA9 6BD) pursuant to the provisions of the Licensing Act 2003 be agreed with conditions.
1. that the following hours for the provision of licensable activities be agreed:-
(i) that the hours during which live music is permitted be:-
Monday to Thursday – 13:00 until 23:00 Friday – 13:00 until 02:00 (the following day) Saturday – 10:00 until 02:00 (the following day) Sunday – 10:00 until 00:00
(ii) that hours during which recorded music is permitted be:
Monday to Thursday – 10:00 until 23:00 Friday and Saturday – 10:00 until 02:00 (the following day) Saturday – 10:00 until 02:00 (the following day) Sunday – 10:00 until 00:00
(iii) that the hours during which provision of facilities for dancing is permitted be:-
Monday to Thursday – 13:00 until 23:00 Friday – 13:00 until 02:00 (the following day) Saturday – 10:00 until 02:00 (the following day) Sunday – 10:00 until 00:00
(iv) that the hours during which supply of alcohol is permitted to be consumed on the premises be:-
Monday to Thursday – 10:00 until 23:00 Friday and Saturday – 10:00 until 01:30 (the following day) Sunday – 10:00 until 23:30
(v) that the hours during which the premises is permitted to be open to the public be:-
Monday to Thursday – 05:00 until 23:30 Friday and Saturday – 05:00 until 02:00 (the following day) Sunday – 10:00 until 00:00
2. that the following condition be added to the premises licence:-
(i) That no smoking be permitted in the outside smoking area after 23:00
(ii) That no waste is to be deposited outside the premises after 21:00
(iii) That no deliveries or pick up of waste is to be permitted until after 09:00
(iv) That regulated entertainment is not to take place until the Noise Team are satisfied that satisfactory sounds insulation works have been undertaken.
The Alcohol and Entertainment Licensing Sub-Committee (C) felt that there was no evidence to suggest that the application would seriously undermine the licensing objectives., however it felt that in order to address the concerns of residents in their representations, and to assist the premises licence holder in upholding the licensing objectives (prevention of crime and disorder, prevention of public nuisance, ensuring public safety and prevention of children from harm), it was appropriate to add conditions to the licence as set out above. Decision: That the application by Antonia Armstrong for a premises licence for ‘Gladstone Park’ (Parkside, London, NW10 1JH) pursuant to the provisions of the Licensing Act 2003 be agreed with conditions.
1. that the following hours for the provision of licensable activities be agreed:-
(i) that the hours during which regulated entertainment in the form of plays, films, indoor sporting events, live music, recorded music, performance of dance, anything similar to the description to live/recorded music or dance, provision of facilities for making music, provision of facilities for dancing, provision of facilities for entertainment similar to making music or dancing, and late night refreshments be:-
Saturday and Sunday – 10:00 until 20:00
(ii) that hours during which the premises be open to the public be:
Saturday and Sunday – 10:00 until 20:00
2. that the following condition be added to the premises licence:-
that no more than 5 community events on the days and times as set out in 1 (i) and 1 (ii) above take place per year.
The Alcohol and Entertainment Licensing Sub-Committee (C) noted the reduced hours of licensable activities as submitted by the applicant prior to the meeting that went some way to addressing the concerns expressed by the residents in their representations. In order to further address the concerns of residents in respect of public nuisance and to help the applicant uphold the four licensing objectives (prevention of crime and disorder, prevention of public nuisance, ensuring public safety and prevention of children from harm), it felt that it was appropriate to add a condition to the licence in relation to the frequency and nature of events on the premises
The Alcohol and Entertainment Licensing Sub-Committee (C) also issued an informative advising of the applicant’s intention to vary the name of the premises license holder from a Council officer to that of the appropriate Council department.
