Application by Brent Police to review the premises licence for 'First Choice Express' (203 Kilburn High Road NW6 7HY) pursuant to the provisions of the Licensing Act 2003
Decision:
Having considered the application by Brent Police to review the premises licence for ‘First Choice Express’ (203 Kilburn High Road, London, NW6 7HY) pursuant to the provisions of the Licensing Act 2003 the Sub-Committee resolved that the premises licence continue in force but with an amendment to the hours permitted for the supply of alcohol.
that the hours during which alcohol is permitted to be supplied be:-
Monday to Sunday: 12:00 (midday) to 02:00 (the following day)
The Alcohol and Entertainment Licensing Sub-Committee (C) felt that there was sufficient evidence presented by the police to support their view that conditions of the premises licence had been breached. Furthermore, by only having one personal licence holder on the premises, this exacerbated the prospect of the condition being breached in relation to there being a personal licence holder on the premises to supervise rgw sale of alcohol at all times that it was permitted to be sold. In view of this it was felt that it was appropriate to reduce the hours during which alcohol could be sold and to help the premises licence holder uphold the licensing objectives (the prevention of crime and disorder, prevention of public nuisance, ensuring public safety and protection of children from harm).
The sub-committee also issued an informative to the premises licence holder that he increases his dialogue with the police to help address their concerns about the running of the premises.
