To request approval to use a framework agreement to procure the architecturally-led multidisciplinary team.
Decision:
That the Operational Director Property and Assets:
i) Approves inviting bids under the National Framework Partnership for an architecturally led multi-disciplinary team on the basis of the pre-tender considerations.
ii) Approves officers evaluating bids on the basis of the evaluation criteria.
Reasons for the decision:
The council requires the provision of an architecturally led multi-disciplinary team for a series of infill sites. It has been determined that the most appropriate means of procuring the architecturally led multi-disciplinary team is by way of a mini-competition under the National Framework Partnership (the “Framework”).
Alternative options considered:
Officers have considered whether the architecturally led multi-disciplinary team can be provided by the council itself but have concluded that the service is best provided by a consultant.
Officers have reviewed a range of procurement options but concluded that the use of the Framework is the most appropriate means of procuring a consultant.
