Purpose:
To request approval for authority to award an architect to provide additional Architectural Services under a contract for the developments at Watling Gardens Estate and Windmill Court Estate, as required by Contract Standing Order 88.
Decision:
That the Operational Director Housing:
i) Approves the appointment of Pollard Thomas Edwards (PTE) for the provision of additional services for Architectural Services at Watling Gardens Estate and Windmill Court Estate. These projects will be managed by Network Homes Under the Collaboration Agreement approve by Cabinet in March 2020.
Reasons for the decision:
The scheme design progress and wider development constraints and opportunities were identified, including an increase of the overall units estimated by Brent at 134 units to 123 new units at Watling Gardens and 60 new units at Windmill Court Estate and potential for a new community centre, with both schemes now involving decant and demolition of existing homes and a number of additional services associated with RIBA Stage 4 identified and added to the new Scope for design work. During procurement strategy meetings for the contractor it was advised that the appointment should progress to RIBA Stage 4 in order to secure a contractor.
Alternative options considered:
PTE were awarded the original architects contract for Watling Gardens Estate and Windmill Court Estate with a framework for additional works included within their pricing proposal. The Framework Agreement for Architectural Services, established by Network Homes, of which PTE are included under a panel of suppliers, allows for the direct selection of an Architect where the prices to be applied are clear from the Framework Pricing document and best value can be demonstrated. Criteria for a direct award include the Architect’s knowledge and experience in, or relationship to, a particular site, previous performance, and where the Architect has already carried out significant services on behalf of the Client in relation to the site. Network Homes advised that given the fact that PTE had prior involvement at the sites and had provided a pricing mechanism for additional works, PTE could be appointed from the Framework Agreement to provide the further services without the need for competition. A quotation was received from PTE for the provision of additional services with the increased number of units and for taking the level of design to RIBA Stage 4. Accordingly Officers seek to make a direct award from the Network Homes framework to PTE for these additional services.
