Purpose:
To set out the commissioning and delivery approach for the Children & Young People’s Social Care Specialist Assessments Service and seek approval to invite tenders for the service.
Decision:
(1) To approve the invitation of tenders for a contract to provide a Social Care Specialist Assessments Service on the basis of the agreed pre-tender considerations.
(2) To approve officers evaluating the tenders referred to in (1) above on the basis of the agreed evaluation criteria.
Reasons for the decision:
To develop a more cohesive approach to the delivery and procurement of specialist assessment services that provides access to high quality and timely assessments, through an approved provider list.
Alternative options considered:
Having undertaken market engagement and considered other delivery models, the preferred approach is to tender a contract which arranges service delivery through a network consisting of a single provider (hub) which offers a full array of services, complemented by sub contracted providers/individual assessors (spokes) which offer limited services. It is felt this will be most likely to drive market competition and price, innovation, efficiencies and deliver best value.
