Purpose:
This decision concerns the award of contracts to two Enforcement Agents to collect debts arising from parking and traffic Penalty Charge Notices. The attached report requests authority to award contracts as required by Contract Standing Order 88. It also summarises the process undertaken in tendering this contract and, following the completion of the evaluation of the tenders, recommends to whom the contract should be awarded.

Decision:
That the Strategic Director of Regeneration and Environment approves the award of two contracts for Enforcement Agent services, for the recovery of debts arising from parking and traffic Penalty Charge Notices, to Newlyn PLC and Marston (Holdings) Limited for an initial period of three years with an option to extend for up to two further years.
Reasons for the decision:
Cabinet on 12 March 2018 delegated authority to award the contracts to the Strategic Director of Regeneration and Environment in consultation with the Lead Member for Environment.
