This report presents the 2025/26 financial outturn for the General Fund, the Housing Revenue Account, the Dedicated Schools Grant and the capital programme.

This report sets out the financial forecast for the General Fund revenue budget, the Housing Revenue Account, the Dedicated Schools Grant and the Capital Programme, as at Quarter 1 2026/27.

The draft Plan has been prepared jointly with the London Boroughs of Ealing, Harrow, Hillingdon, Hounslow and Richmond Upon Thames and the Old Oak and Park Royal Development Corporation (OPDC) and includes amendments that have been made in response to comments received through the previous (‘Regulation 18’) consultation.  The Plan must be submitted to the Secretary of State for examination by 31 December 2026 before its formal adoption (subject to successful examination) by each of the planning authorities.  The report therefore presents the draft plan and policies on which approval is being sought to undertake public consultation (‘Regulation 19’) for an eight-week period, commencing in August 2026 prior to a final version being presented to Full Council in November 2026 for approval, subject to the conclusion of the Regulation 19 consultation, in advance of its submission to the Secretary of State for examination.

Members are asked to note that, due to their size, the main appendices to this report have been published as a separate supplementary pack to this agenda.

Cross-pavement charging solutions (XPS) present an opportunity for residents without access to off-street parking to charge an electric vehicle (EV) on-street using their domestic electricity supply with this report setting out details of a proposed limited trial of XPS in Brent which, if successful, could be rolled-out to other parts of the borough.

This report seeks approval to Brent’s new Housing Damp and Mould Policy.

The purpose of this report is to provide Cabinet with an end of year summary of Brent Council’s performance for 2025/26. Throughout 2025/26, Cabinet has received detailed quarterly performance reports, highlighting the latest performance position, key drivers and actions being taken where required. This report represents the final update for the year 2025/26, providing a broad end-of-year assessment across each Borough Plan priority. This summary focuses on overall progress across 2025/26, key achievements, common themes and areas requiring continued focus.

This report seeks authority to enter a partnership arrangement, under Section 75 of the National Health Service Act 2006, in respect of the delivery of the approved Better Care Fund Plan with West and North London Integrated Commissioning Board (W&NL ICB) for 2026/27 and summarises the reasons for entering into a new Section 75 Agreement for the delivery of the Better Care Fund Plan for 2026/27.

This report seeks approval for the Council to enter into a new, updated Collaboration Agreement in respect of the West London Regional Fostering Recruitment Hub along with Ealing, Hammersmith and Fulham, Harrow, Hillingdon, Hounslow, Kensington and Chelsea and Westminster Councils.
