Decision: that the application by Leonard Kepert for a premises licence for '25 Wembley Hill Road' (Wembley, HA9 8AS) pursuant to the provisions of the Licensing Act 2003 be agreed.
(i) that the following hours for the provision of licensable activities be agreed:-
that hours during which alcohol is permitted to be supplied be:-
Monday to Sunday – 08:00 to 22:00
(ii) that the premises remain open to the public from:-
Monday to Sunday – 08:00 to 22:00
The Alcohol and Entertainment Licensing Sub-Committee (B) felt that there was insufficient evidence in the representations to demonstrate that the application would undermine the licensing objectives (prevention of crime and disorder, prevention of public nuisance, ensuring public safety and protection of children from harm) and accordingly the application was agreed.

The Alcohol and Entertainment Licensing Sub-Committee (B) heard that the police had requested a review of the existing premises licence some months previously and subsequently a request to transfer the premises licence had been submitted by Mr Moshin Khan soon after. The sub-committee felt that in view of the fact that Mr Moshin Khan had been unable to contact the premises licence holder despite the considerable time that had elapsed, that it would be unreasonable to consider the application to transfer the premises licence prior to the application for review and accordingly adjourned the application until after the review hearing had taken place.

Decision: that the application by Mr Amjad and Mr Kamran Ali to vary the premises licence for 'Londis' (173-175 Edgware Road, London, NW9 6LP) pursuant to the provisions of the Licensing Act 2003 be agreed with an amendment to the hours of sale of alcohol and a condition.
(i) that the following hours for the provision of licensable activities be agreed:-
that hours during which alcohol is permitted to be supplied be:-
Monday to Sunday – 07:00 to 01.00 (the following day)
(ii) that the following condition be attached to the licence:-
that no high strength beers, lagers and ciders above 6% ABV shall be stocked.
The Alcohol and Entertainment Licensing Sub-Committee (B) felt that the amendment to the hours of the sale of alcohol and adding the condition relating to high strength beers, lagers and ciders was necessary to help the applicant meet the licensing objective in relation to crime and disorder as this issue was of particular concern in the area where the premises was situated.
The sub-committee also noted that the applicant had agreed a number of other conditions with the police and these would also be included in the premises licence.

Decision: that the application by Hermien Van Boekel to vary the designated premises supervisor for the premises licence for 'Wembley Inn' (1 Ealing Road, Wembley, HA0 4AA) pursuant to the provisions of the Licensing Act 2003 be refused.
The Alcohol and Entertainment Licensing Sub-Committee (B) noted that the applicant had confirmed in writing that they would not be attending the hearing and had also verbally stated that they would be changing the applicant for the variation of the designated premises supervisor although this had not been receive in writing. In view of this, the sub-committee felt that it was appropriate to consider the application in their absence.
Upon considering the evidence, the sub-committee noted that the applicant had been convicted of a relevant offence that had not been ‘spent’, whilst there was also sufficient evidence presented in the police’s representation to indicate that she would fail to meet the standards required of the fit and proper person test. In view of the above, the application was accordingly refused.
