Application by the Metropolitan Police for a Review of the Premises Licence for 'Silverspoon Banqueting Hall' (Newlight Complex, 1 Pop In Centre, South Way, Wembley, HA9 0HB) pursuant to the Licensing Act 2003 Decision: Having considered the application by the Metropolitan Police to Review the Premises Licence for ‘Silverspoon Banqueting Hall’ (Newlight Complex, 1 Pop In Centre, South Way, Wembley, HA9 0HB) (“the premises”) pursuant to the Licensing Act 2003 the Sub-Committee resolved that an additional condition be added to the licence stating that (a) the premises is not permitted to open on days when football events are being held at Wembley Stadium until 21.00 that day (save where the Metropolitan Police have agreed in writing that the premises can open earlier than this time) until a risk and management plan has been submitted to and approved in writing by the Council (in liaison with the Metropolitan Police) and (b) the approved risk and management plan shall be fully complied.
The Alcohol and Entertainment Licensing Sub-Committee (B) accepted the evidence from the Metropolitan Police that there had been a number of incidents concerning crime and disorder, public nuisance and public safety associated with the premises during football events at Wembley Stadium and accordingly felt it necessary that the premises not be open during these times (save on days when matches that were agreed by the Police as being low risk were being held) until the appropriate risk and management plan was in place. Application by Done Brothers (Cash Betting) Ltd T/A Betfred for a Betting Premises Licence for 'Betfred' (139 Kilburn High Road, London, NW6 7HR) pursuant to the Gambling Act 2005 Decision: that the application by Done Brothers (Cash Betting) Ltd T/A Betfred for a Betting Premises Licence for ‘Betfred’ (139 Kilburn High Road, London, NW6 7HR) pursuant to the Gambling Act 2005 be refused.
The Alcohol and Entertainment Licensing Sub-Committee (B) accepted the evidence from the Police of criminal incidents in other betting shops in the area and also accepted the evidence of the various incidents noted by the Police and local residents in the neighbourhood. It refused the application as it considered that there would be a serious risk of increased crime and disorder if the application was granted, in particular criminal damage, drunkenness, breaching of the controlled drinking zone, threatening behaviour, assaults, obstruction of the highway and urinating in public. Application by the Metropolitan Police for a Review of the Premises Licence for 'Conways 3' (2-3 Holmstall Parade, Burnt Oak Broadway, Edgware, HA8 5HX) pursuant to the Licensing Act 2003 Decision: Having considered the application by the Metropolitan Police to Review the Premises Licence for ‘Conways 3’ (2-3 Holmstall Parade, Burnt Oak Broadway, Edgware, HA8 5HX) (“the premises”) pursuant to the Licensing Act 2003 the Sub-Committee resolved that the licence continue in force subject to amendments to conditions as follows:.
(i) that the following hours for the provision of licensable activities be specified:-
(a) that the hours during which the premises licence holder is permitted to provide live music be:
Monday to Thursday – 10.00 to 00.00 Friday and Saturday – 10.00 to 01.00 (the following day) Sunday – 12.00 to 00.00
(b) that the hours during which the premises licence holder is permitted to provide recorded music be:

(c) that the hours during which the premises licence holder is permitted to provide performances of dance be:
