Having considered the application by the Metropolitan Police to Review the Premises Licence for ‘Silverspoon Banqueting Hall’ (Newlight Complex, 1 Pop In Centre, South Way, Wembley, HA9 0HB) (“the premises”) pursuant to the Licensing Act 2003 the Sub-Committee resolved that an additional condition be added to the licence stating that (a) the premises is not permitted to open on days when football events are being held at Wembley Stadium until 21.00 that day (save where the Metropolitan Police have agreed in writing that the premises can open earlier than this time) until a risk and management plan has been submitted to and approved in writing by the Council (in liaison with the Metropolitan Police) and (b) the approved risk and management plan shall be fully complied.
The Alcohol and Entertainment Licensing Sub-Committee (B) accepted the evidence from the Metropolitan Police that there had been a number of incidents concerning crime and disorder, public nuisance and public safety associated with the premises during football events at Wembley Stadium and accordingly felt it necessary that the premises not be open during these times (save on days when matches that were agreed by the Police as being low risk were being held) until the appropriate risk and management plan was in place.
