Reason for urgency:
An immediate decision is required to enable support to be in place at the start of the lockdown period in England put in place by Government and commencing on 5 November 2020, and which was announced on 31 October meaning it was not possible to provide advance notice of this item as a key decision. The public interest would be impacted by the inability to provide emergency support from the start of the lockdown period.
