1. Matter to be decided.
Entry into an Inter Authority Agreement (IAA) to join the new Pan London Sexual Health on-line e-services as part of the transformation of sexual health services across London. The IAA is to be made with several councils (currently 27) across London with City of London as the Lead Authority for the purpose of award and management of a contract with the e-portal services provider.

3. Reason why it is impracticable to defer the decision until it can be included on the Forward Plan.
Public Health commissioning leads are requesting that the decision to approve the entry into this contracting arrangement by means of the multi-party Inter Authority Agreement for pan London arrangements is made as soon as possible on receipt of the final contract paper work and financial contribution information. This will allow the new service to be mobilised as quickly as possible and in alignment with the contract arrangements for to sign up the other 26 councils which are being managed in parallel. This will allow the Council to realise the savings and service benefits from the introduction of a new e- portal front door model based on multi- lateral contracting arrangements adopted by the local authorities across London combined with contracting arrangements with service providers in each sub-region (see further detail regarding procurement process delay and need to align arrangement for transition mobilisation activities, with the other councils across London and in the sub- region in agreement with the new service provider under section below).
Owing to slippage in the in the procurement timetable, uncertainty with regard to the date for the start of the new integrated services across 3 councils (Brent, Ealing and Harrow), the need for alignment on extension and approval arrangements and agreement on intended new arrangements for prospective integration of services in the sub-region, together with slight slippage in the e-portal tendering and contract award to interface with sub regional arrangements, dates could not be finalised until conclusion of negotiations and completion of combined procurement processes across the councils for the sub-regional services ; b) negotiation and completion of arrangements by the Lead Authority on behalf of the pan London authorities (circa. 26 authorities) contracting with the e-portal services provider . Procurement of this supply contract has been undertaken by City of London Council on behalf of the pan-London Authorities whose only contractual access will be via the IAA. Owing to the need to align approval processes and current contracting arrangements which can differ across the councils, Brent has needed to wait for the finalisation of reporting and arrangements within the other collaborating councils, with its approval being based on the outcome of their procurement and legal processes. Brent has been asked to expedite its approval process to align with the other councils so that the mobilisation and planning for the combined service can be undertaken in alignment and Brent is currently waiting for the final relevant contractual documentation and information regarding the outcomes of the e-portal services procurement for its approval process to be set in motion.
