3. Reason why it is impracticable to defer the decision until it can be included on the Forward Plan.
This contract was to be awarded in February 2017. The need to clarify aspects of the procurement process has resulted in delay but this has now been resolved.
There is a group of people with learning disabilities waiting for the contract to be awarded, so they can move into the 24 units of Hub and Spoke accommodation. Unless the contract can be awarded quickly there is a risk of the preferred provider pulling out of the proposed contract arrangements and finding an alternative use for the accommodation. This would impact on Adult Social Care savings target.
