Date referred to the Chair of the Community Wellbeing Scrutiny Committee: 2 March 2017

1. Matter to be decided.
(1) To approve the extension of the Genitourinary Medicine (GUM) services contract with London North West Healthcare NHS Trust for up to four months 1 April 2017 to 31st 2017.
(2) To approve the extension of the Contraception and Sexual Health (Cash) services contract with Central and North West London NHS Foundation Trust for up to four months 1 April 2017 to 31st July 2017.
2. When decision is to be made.
March 2nd /3rd
Please complete Question 3 if it is impracticable to include the matter in the Forward Plan and you wish to give five clear days notice to the Chair of the Scrutiny Committee
3. Reason why it is impracticable to defer the decision until it can be included on the Forward Plan.
Officers did notify this decision for posting on the Forward Plan in December 2016. However owing to uncertainty with regard to the date for the start of the new integrated services across 3 councils (Brent, Ealing and Harrow) the extension arrangements and dates could not be finalised. The GUM contract (which is the largest contract) is held by Harrow on behalf of Brent and needed to be extended by Harrow first, before Brent can take the benefit of that extension. The extension period had to be agreed between Harrow and the service provider. This has now been done. The other sexual health contracts need to be extended in parallel as the services are all to be integrated in the future.
Please complete Question 4 if the matter is urgent and it is not possible to give five clear days notice
4. Reason why it is urgent and it is not possible to give five clear days notice.
It is urgent that the decision is taken to approve the extensions to the contracts so that written confirmation of extension terms can be provided to the incumbent service providers which need time to make arrangements with their workforce to continue to provide these essential sexual health related services, which include some mandated public health services.
