Decision: That the application by SSSSM London for a premises licence for ‘Roe Green Park’ (Kingsbury Road, London) pursuant to the provisions of the Licensing Act 2003 be approved with conditions and an informative.
(i) that the following licensable activities be permitted between 16 - 22 August 2014:
Performance of plays, live music, recorded music and dance from 12:00 until 22:00
(ii) that the hours permitted for the premises to be open to the public be:
16 – 22 August 2014 – 12:00 until 22:00
(iii) that the following conditions be added to the premises licence:
1. That the total number of people on the premises including staff and performers shall not exceed 2,000. 2. That security industry approved door supervisors and stewards shall control congregation of members of the public in Roe Green Park. 3. That all visitors to the event shall leave the premises by no later than 21:45. 4. There shall be a deployment of small speakers, angled downwards at the audience at seated level (and not standing level). 5. That the number of speakers shall be minimised. 6. That no large speakers at high level on the stage shall be permitted. 7. The setting up of speakers shall be in such a way so that any speaker can be switched off separately. 8. Bass elements of amplification shall be minimised. 9. The location of all speakers in advance of the event shall be supplied to the Nuisance Control Team. 10.The sound system shall be set up in a way that prevents the sound limiter from being by passed. 11.That prior to the first performance, a sound check shall be undertaken with the Nuisance Control Team to determine an appropriate sound level to be achieved at one metre from the nearest residential facade. 12.Sound barriers shall be erected at the rear of the stage. 13.Sound barriers of sufficient height (higher than the harris fencing) shall be available for deployment to reduce noise if required. 14.There shall be leaflets distributed to the first level of surrounding residential properties advising of the event and providing the appropriate contact numbers where residents wish to contact the organisers. 15.All complaints about noise received by the event organiser shall be logged and the Nuisance Control Team to be notified by calling 020 8937 5252 within 15 minutes of the complaint being received.
The Alcohol and Entertainment Licensing Sub-Committee (C) felt that there was insufficient evidence in the Nuisance Control Team’s representation to refuse the application. However, it felt that adding the conditions above to the premises licence would help the applicant uphold the four licensing objectives ((prevention of crime and disorder, prevention of public nuisance, ensuring public safety and protection of children from harm) and accordingly approved the application with these conditions.
The Alcohol and Entertainment Licensing Sub-Committee (C) also added an informative that the applicant should follow The Noise Council’s Code of Practice on environmental noise control at concerts.

Decision: That the application by the Metropolitan Police to review the premises licence for ‘Carlton Lounge’ (232-234 Kingsbury Road, London, NW9 9UG) pursuant to the provisions of the Licensing Act 2003 be adjourned for a period of 12 weeks.
The Alcohol and Entertainment Licensing Sub-Committee (C) noted that the Metropolitan Police and the premises licence holder had indicated that they wished to adjourn the application for a period of 12 weeks in order for the premises licence holder to put in place and implement an effective action plan to improve the management of the premises, including staff training and improvements to the building. In view of the shared opinion between the two parties, the Sub-Committee felt that it was appropriate and reasonable to agree to the adjournment.
As an informative, the Sub-Committee requested that information be provided on progress on the action plan from the Metropolitan Police and the premises licence holder when the case is heard.

that regulated entertainment, the sale of alcohol and the provision of late night refreshments be permitted between 00:01 to 07:00 on Sunday, 29 June 2014.
(ii) that the following conditions be added to the temporary event notice:-
1. Door security and parking attendant staff shall wear high visibility jackets at all times and be seen to be pro-active in their interaction with all patrons.
2. The parking attendants and staff shall be out patrolling the streets for parking and monitoring of anti-social activities from one hour and 30 minutes before closure of the premises to 30 minutes after closure of the premises.
