Application by the Metropolitan Police for an expedited review of the premises licence for 'The Plough' (253 Ealing Road, Wembley, HA0 1ET) pursuant to the Licensing Act 2003 Decision: Having considered whether it was necessary to take interim steps under section 53B of the Licensing Act 2003 pending the hearing of the application by the Metropolitan Police for an Expedited Review of the Premises Licence for ‘The Plough’ (253 Ealing Road, Wembley, HA0 1ET) (“the premises”) pursuant to the provisions of the Licensing Act 2003 the Sub-Committee resolved that the premises licence be suspended as an interim step on the grounds of crime and disorder under section 53B of the Licensing Act 2003 (as inserted by section 21 of the Violent Crime Reduction Act 2006) :-
The Alcohol and Entertainment Licensing Sub-Committee (B) accepted the evidence submitted by the police concerning crime and disorder associated with the premises, including incidents of serious violent assaults inside and within the vicinity of the premises. It was felt that there was not sufficient evidence put forward by the applicant of any recommended changes or improvements that could be made to the management of the premises to address crime and disorder specifically and that the only appropriate course of action in all of the circumstances of the case to safeguard the promotion of the licensing objective was a suspension of the premises licence as an interim step on the grounds of crime and disorder.
The Sub-Committee also suggested as an informative that the premises licence holder, the police and the council’s Health Safety and Licensing Department work more effectively in partnership with each other by the sharing of such information in respect of the day to day management and running of the premises.
