Application by DJ's Caribbean Limited for a variation of its' premises licence for 'The Heritage Inn' (301 Cricklewood Broadway, London, NW2 6PG) pursuant to the provisions of the Licensing Act 2003 Decision: that the application by DJ’s Caribbean Limited for a variation of the premises licence for ‘The Heritage Inn’ (301 Cricklewood Broadway, London, NW2 6PG) (“the premises”) pursuant to the provisions of the Licensing Act 2003 be adjourned.
The Alcohol and Entertainment Licensing Sub-Committee (A) accepted the applicant’s request for an adjournment of this application. Having considered the submissions put forward by the Applicant the sub-committee accepted the request for an adjournment on the grounds that it was just and equitable to do so to allow time for the applicant to carry out the necessary remedial works in respect of sound insulation as a result of a letter submitted by the Councils Environmental Health Department on 31 January, for the applicant to trial a new dispersal policy for customers leaving the premises and to confirm what legal documentation is in place with regard to the applicants use of the nearby Wickes car park. It was noted that the application would be heard in between six to eight weeks time which was considered a reasonable period of time to monitor the changes made in respect of the operation of the premises. Application by Thomas Joseph Flannery for a premises licence for 'Flannery's Bar' (610-612 High Road, Wembley, HA0 2AF) pursuant to the provisions of the Licensing Act 2003 Decision: that the application by Thomas Joseph Flannery for a Premises Licence for ‘Flannery’s Bar’ (610-612 High Road, Wembley, HA0 2AF) (“the premises”) pursuant to the provisions of the Licensing Act 2003 be granted.
(i) that the following hours for the provision of licensable activities be agreed:-
(a) that the hours during which the applicant is permitted to provide live music (Box E), recorded music (Box F), performances of dance (Box G) and anything similar to Boxes E, F and G as under Box H of the operating schedule and provision of facilities for making music (Box I), provision of facilities for dancing (Box J) and provision of facilities for entertainment of a similar description as Boxes I and J as under Box K of the operating schedule be:
Sunday to Thursday – 10.00 to 00.00 Friday and Saturday – 10.00 to 01.00 (the following day)
(b) that the hours during which the applicant is permitted to provide late night refreshment as under Box L of the operating schedule be:
Sunday to Thursday – 23.00 to 00.00 Friday and Saturday – 23.00 to 01.00 (the following day)
(c) that the hours during which the applicant is permitted to supply alcohol as under Box M of the operating schedule be:
Sunday to Thursday – 10.00 to 00.00 Friday and Saturday – 10.00 to 01.00 (the following day)
(d) that the hours during which the applicant is permitted to remain open to the public as under Box O of the operating schedule be:
Sunday to Thursday – 10.00 to 00.30 (the following day) Friday and Saturday – 10.00 to 01.30 (the following day)
The Alcohol and Entertainment Licensing Sub-Committee (A) felt that the there was a lack of evidence to suggest that the licensing objectives would be undermined. It considered that the application submitted with attached conditions, including additional conditions as agreed with the police and the council’s Environmental Health unit would meet the licensing objectives and accordingly the application for a premises licence was approved. Minutes: that the application by Thomas Joseph Flannery for a Premises Licence for ‘Flannery’s Bar’ (610-612 High Road, Wembley, HA0 2AF) (“the premises”) pursuant to the provisions of the Licensing Act 2003 be granted.

Application by Sainsbury's Supermarkets Ltd to vary its' premises licence for 'Sainsbury's (92 Walm Lane, London, NW2 4QY) pursuant to the provisions of the Licensing Act 2003 Decision: that the application by Sainsburys Supermarket for a variation of the Premises Licence for ‘Sainsbury’s’ (92 Walm Lane, London, NW2 4QY) (“the premises”) pursuant to the provisions of the Licensing Act 2003 be granted.
(i) that the following hours for the provision of licensable activities be agreed:-
(a) that the hours during which the applicant is permitted to provide late night refreshment as under Box L of the operating schedule be:
Monday to Sunday – 23.00 to 00.00
(b) that the hours during which the applicant is permitted to supply alcohol as under Box M of the operating schedule be
Monday to Sunday – 06.00 to 00.00
(c) that the hours during which the applicant is permitted to remain open to the public as under Box O of the operating schedule be:
Monday to Sunday – 00.01 to 00.00 (the following day)
It was further agreed that the conditions in Annex 2 of the premises licences be removed and replaced with the following:-
a) A CCTV System will be installed, or the existing system maintained, such system to be fit for the purpose. b) The system will incorporate a camera covering each of the entrance doors and the alcohol display areas and will be capable of providing an image which is regarded as identification standard. The precise positions of the cameras may be agreed, subject to compliance with Data Protection legislation, with the police from time to time c) The system will incorporate a recording facility and any recording shall be retained and stored in a suitable and secure manner for a minimum of 31 days and shall be made available, subject to compliance with Data Protection legislation, to the police for inspection in request. d) The system will display on any recording the correct time and date of the recording. e) A system will be in pace to maintain the quality of the recorded image
