Declarations of Personal and Prejudicial Interests (if any) Members are invited to declare at this stage of the meeting, any relevant financial or other interest in the items on the agenda. Decision: The Chair informed the Sub-Committee that she was a ward councillor in relation to item 7 on the agenda (Premier Food and Wine, 75 Dudden Hill Lane, London, NW10 1BD), however she did not regard this as a personal or prejudicial interest and remained present to consider this application.
Councillor H M Patel informed the Sub-Committee that he was a member of the same association as the owners of Club 2000, the premises above Silverspoon Banqueting Hall (Newlight Complex, 1 Pop In Centre, South Way, Wembley, HA9 0HB) in relation to item 12. However, he was not familiar with the owners, did not regard this as a personal or prejudicial interest and remained present to consider this application. Application by Cengiz Erpolat for a Premises Licence for 'Woody Grill' (44 Willesden High Road, London, NW10 2QA) pursuant to the Licensing Act 2003. Decision: that the application by Cenzig Erpolat for a Premises Licence for ‘Woody Grill’ (44 Willesden High Road, London, NW1 0 2QA) pursuant to the Licensing Act 2003 be granted with conditions.
(i) that the following hours for the provision of licensable activities be agreed:-
(a) that the hours during which the applicant is permitted to provide late night refreshment as set out in Box L of the operating schedule be:
Monday to Sunday – 23.00 to 05.00 (the following day)
(b) that the hours during which the applicant is permitted to remain open to the public as set out in Box O of the operating schedule be:
Monday to Sunday – 00.00 to 23.59
(ii) that the following conditions be attached to the licence:-
(a) that at all times licensable activities are taking place, that a staff member must be present on the premises who has received relevant training by a recognised training organisation in respect of the Licensing Act 2003 and that a certificate and record of the training be available on the premises for inspection upon request.
(b) that CCTV be installed and maintained on the premises in accordance with Home Office Guidance.
(c) that there be a clear and unobstructed view into the premises from outside in accordance with the Clear Window Policy.
The Alcohol and Entertainment Licensing Sub-Committee (A) felt that there was no evidence that the licensing objectives would be undermined by approving the application and the conditions added would ensure that these objectives would be met and accordingly approved the application. Application by Adil Arshad and Anser Karim for a Variation of their Premises Licence for 'Premier Food and Wine' (75 Dudden Hill Lane, London, NW10 1BD) pursuant to the Licensing Act 2003. Decision: that the application by Adil Arshad and Anser Karim to vary their Premises Licence for ‘Premier Food & Wine’ (75 Dudden Hill Lane, London, NW10 1BD) pursuant to the Licensing Act 2003 be refused.
The Alcohol and Entertainment Licensing Sub-Committee (A) acknowledged the concerns that had been raised in the Police’s representation and in view that no agreement had been made in respect of the suggested conditions in the representation to address these concerns, accordingly it refused the application. Minutes: that the application by Adil Arshad and Anser Karim to vary their Premises Licence for ‘Premier Food & Wine’ (75 Dudden Hill Lane, London, NW10 1BD) pursuant to the Licensing Act 2003 be refused.
The Alcohol and Entertainment Licensing Sub-Committee (A) acknowledged the concerns that had been raised in the Police’s representation and in view that no agreement had been made in respect of the suggested conditions in the representation to address these concerns, accordingly it refused the application. |

Decision: That the premises remain closed on football event days at Wembley Stadium up to 21.00 until the date of the review hearing.
The Alcohol and Entertainment Licensing Sub-Committee (A) felt that there was sufficient evidence in the representation to support the Metropolitan Police’s request that the premises not be permitted to undertake licensable activities up to 21.00 on football event days at Wembley Stadium.
