This report describes a proposed change to the current mechanism for payment to the West London Waste Authority (WLWA) for the disposal and treatment of waste. WLWA approved the change at their meeting on the 21st July 2010. WLWA’s 6 constituent Boroughs, including Brent, need to formally confirm their acceptance of the new arrangements. It is intended the new mechanism (Pay as You Throw) should take effect from 1 April 2011.

Decision:
(i) that the rationale behind the switch to a new levy mechanism be noted;
(ii) that agreement be given to the new “Pay as You Throw” levy mechanism to be adopted for implementation in 2011-12.

The report from the Director of Environment and Neighbourhood Services described a proposed change to the current mechanism for payment to the West London Waste Authority (WLWA) for the disposal and treatment of waste. WLWA approved the change at their meeting on the 21 July 2010. Councillor Powney (Lead Member, Environment, Planning and Culture) advised that the WLWA’s six constituent boroughs, including Brent, needed to formally confirm their acceptance of the new arrangements. The monthly charging arrangements would be to the advantage of the WLWA boroughs.
RESOLVED:-
(i) that the rationale behind the switch to a new levy mechanism be noted;
(ii) that agreement be given to the new “Pay as You Throw” levy mechanism to be adopted for implementation in 2011-12.
