Notice of proposed decision first published: 30/01/2025

This decision will be taken under urgency procedures.

The decision is urgent and 28 clear days’ notice of the decision cannot be given but at least 5 clear days’ notice can. The decision will be made by members at a meeting and 28 clear days’ notice that the proposed decision may be discussed in private (i.e. the report will contain information exempt from publication) cannot be given. The decision must be implemented urgently and the 5 day call-in period must be dis-applied to allow the decision to take immediate effect.

Decision maker:  Corporate Director of Service Reform and Strategy

Decision:   Not before 5 Feb 2025

Lead officer:  Andrew Davies

Decision status:  Recommendations Approved

Notice of proposed decision first published: 07/01/2025

This decision will be taken under urgency procedures.

Reason for urgency:
The decisoin must be implemented urgently and the 5 day call-in period must be dis-applied to allow the decision to take immediate effect. Concerns were identified regarding fire safety measures within the building and the arrangements for supporting vulnerable residents. Due to these concerns and delays from the landlord in implementing appropriate safety measures, the contract extension was initially unable to proceed. Officers prioritised ensuring the landlord established sufficient plans to safeguarding residents. The landlord has now introduced 24-hour fire marshall coverage to maintain the safety of residents. As a result, the care contract can be awarded whilt officers work towards developing a comprehensive long-term plan for the residents at Visram House. Failure to award the care contract would pose significant risks to the residents, as they rely on care and support to manage their daily living activities effectively.

This decision will be taken under urgency procedures.

Reason for urgency:
This decision must be implemented urgently and therefore the 5 day call-in period must be disapplied to allow the decision to take immediate effect. To obtain the required IT transformation for Housing Services it is necessary to enter a new contract with NEC under the Procurement Framework 6259 vertical application solutions. Whilst notice of the intention to take the decision has been provided, the need to waive call-in has arisen to ensure the call-off from the framework agreement can be signed on 24 March 2025 in order to ensure the negotiated price can be acheived. Therefore, a waiver of call-in is being sought to ensure the increased IT functions across all Housing Management Teams at the sigificantly reduced negotiated price can be obtianed. Further details are outlined in the urgency form published alongside this decision.
