Reason for urgency:
The decision is urgent and 28 clear days’ notice of the decision cannot be given but at least 5 clear days’ notice can.

Reason: Due to an internal oversight the Quarter 2 forecast report was not included on the forward plan in advance of the notice dealine for October 25 Cabinet.

As part of the finance updates provided to Cabinet, quarterly forecast reports are traditionally presented in July (Quarter 1), October (Quarter 2), January (Quarter 3) and July (Quarter 4) and it is considered best practice to ensure forecasts are presented in a timely manner. In this context, it is considered urgent to take the Quarter 2 forecast to Cabinet in October 2025. This is to ensure Cabinet receive a timely update on the Quarter 2 forecast position, as well as providing the background ahead of the draft 2026/27 budget being presented to Cabinet in November 2025.
