Reason for urgency:
The decision to formally enter into the Partnership Agreement was delegated to the Strategic Director, Children & Young People by Cabinet on 15 April 2019. Whilst the subsequent decision was included on the Forward Plan, the complexities involved in formally agreeing the terms of the Partnership Agreement between the four local authorities involved during July and August have meant it will no longer be possible to provide the full 28 day period of notice. The regional adoption agency is due to come into effect on 2 September 2019 requiring the Partnership Agreement between Brent and the other boroughs involved to be approved by that date. As a central government initiative there is no option to extend beyond this date.

As a result of the requirement to enter into the Partnership Agreement by the 2 September 2019 approval has also been obtained under the urgency procedure to the call-in period relating to this decision being waived and dis-applied.
