South Kilburn Regeneration Phase 2

 

 

To approve the Phase 2b Allocation Policy and the making of an application to the Secretary of State for the disposal and development of Phase 2b for the purpose of Ground 10A of Schedule 2. These approvals could not be sought in the April 2013 report due to the consultation period required with effect secure tenants. The report also seeks approval to appoint a full architectural design team procured off the HCA multi disciplinary framework to secure planning consent for a residential scheme at Gloucester House and Durham Court.

This decision will be taken under urgency procedures.

Reason for urgency:
An application to the Secretary of State needs to be made immediately after the Executive meeting on 20th May 2013, if approval is forthcoming. This is so the Council has the legal powers to seek possession of homes occupied by Secure Tenants if they refuse to move to the replacement home offered to them. Similarly, statutory consultation was undertaken with all Secure Tenants with homes in Phase 2b of the South Kilburn regeneration scheme on a draft Allocation Policy. All Secure Tenants must be advised of the outcome of this consultation process, as well as two others consultation processes and sent a copy of the final Allocation Policy which has been approved by the Executive.

Appendix 2 of this report is not for publication as it contains the following categories of exempt information as specified in Paragraphs 3, Schedule 12A of the Local Government Act 1972, namely:

“Information relating to the financial or business affairs of any particular person (including the authority holding that information)".
