Decisions

That the Corporate Director of Resident Services (now Corporate Director of Partnerships, Housing, and Residents Services):

i)             Notes the award of framework contract to Askews & Holts Library Services Limited for the provision of Library and Audio Visual Materials following a collaborative procurement exercise carried out  by West Sussex County Council on behalf of the Central Buying Consortium Library Group.

ii)            Approves the award of a call off contract from the Framework to Askews & Holts Library Services Ltd for the provision of Library Books and Audio Visual Materials to the London Borough of Brent for a term of 2 years with an option to extend for a further 2 years at an estimated value of up to £1.32m.

To request Cabinet Member approval to vary and extend a contract in respect of Supported Living Services for Adults at Beechcroft Gardens and Manor Drive with Dimensions (UK) Limited in accordance with paragraph 13 of Part 3 of the Constitution.

That the Cabinet Member for Public Health and Adult Social Care, having consulted with the Leader:

i)             Approves the variation of the contract for Supported Living Services at Beechcroft Gardens and Manor Drive with Dimensions (UK) Limited, set out in the report.

ii)            Approves the extension of the contract for a period of 12 months until 31 March 2025.

To request authority to use empty properties at both Bernard Shaw House (x3 homes) and Granville (x2 homes) for Temporary Accommodation whilst future works are finalised.

That the Corporate Director Resident Services (Corporate Director Partnerships, Housing and Residents Services as of 1 April 2024):

i)             Approves the use of vacant homes for Temporary Accommodation at Bernard Shaw House for a period of 12 months whilst development plans for the block are finalised.

ii)            Approve the use of vacant homes in Granville for Temporary Accommodation for a period of 12 months.

To request authority to use a framework agreement to procure a contractor to carry out roof replacement works at Brentfield Primary School.

That the Director of Property and Assets:

i)             Approves Brent Council’s participation in a call-off procedure under the LHC Roofing and Roofing Systems Framework Agreement, in respect of the design, supply and installation of felt overlay at Brent Primary School.

ii)            Confirms that there is sufficient budgetary provision for the proposed call-off contract.

iii)           Approves inviting bids under the Framework Agreement by way of a mini competition and award contract on the basis of the pre-tender considerations.

iv)           Approves officers evaluating bids on the basis of the evaluation criteria.

To request approval to vary a contract in respect of positive behaviour support delivery post hospital discharge with Positive Support Group (PSG), formerly known as Positive Support Behaviour Consultancy (PBSC), to include a Looked After Child Resilience Service.

That the Cabinet Member for Children, Young People and Schools, having consulted with the Leader:

i)             Approves the variation of the contract with Positive Support Group to allow for an additional cost of £100,000 to include an additional Looked After Child Resilience Service (LRS).

To seek authority to direct an award of contract for the provision of Street Outreach, Housing Advice and Resettlement Services for rough sleepers.

That the Corporate Director Resident Services:

i)             Notes the Cabinet Member for Housing, Homelessness and Renters Security has granted an exemption from the requirement to tender for a contract for the provision of street outreach, housing advice and resettlement services for rough sleepers.

ii)            Notes the Contract Standing Order 89 considerations.

iii)           Approves the direct award of the contract for the provision of street outreach, housing advice and resettlement services for a period of 13 months from 1 April 2024 to 30 April 2025 in the sum of £390,420.90 including VAT to St Mungo Community Housing Association.

To request approval to waive Contract Standing Orders to enable a direct award of a contract for the provision of Street Outreach, Housing Advice and Resettlement Services for rough sleepers.

That the Cabinet Member for Housing, Homelessness and Renters Security, having consulted with the Leader:

i)             Approves an exemption pursuant to Contract Standing Order 84 (a) of the requirement to tender a contract for the provision of Street Outreach, Housing Advice and Resettlement Services for rough sleepers to permit a direct award for a period of 13 months from 1 April 2024 to 30 April 2025, in accordance with paragraph 12 of Part 3 of the Constitution.

To request authority to award a contract to provide Highways Injection Patching Services.

To approve the award of a contract for a period of four (4) years to Velocity UK Ltd to carry out Highway Spray Injection Patching Works within the London Borough of Brent.

To provide an update on the review of the local authority polling districts and polling places undertaken in accordance with the Electoral Registration and Administration Act 2013.

That the Chief Executive:

i)             Agrees the changes to the polling district and places for Alperton Ward, as discussed at the General Purposes Committee held on 22 January 2024.

ii)            Agrees the change to the polling place for Kilburn Ward that occurred after the General Purposes Committee.

This decision seeks individual Cabinet Member approval to vary and extend a contract in respect of Children’s Public Health 0-19 years (Health Visiting and School Nursing) with Central London Community Health Care NHS Trust in accordance with paragraph 13 of Part 3 of the Constitution.

(1)      To approve the variation of the contract for Children’s Public Health 0-19 years (Health Visiting and School Nursing) with Central London Community Health Care NHS Trust.

(2)      To approve the extension of the contract detailed in (1) above for a period of 1 month from 1^st April 2024 to 30^th April 2024.

To agree the Service Level Agreement between the West London local authorities (Hammersmith & Fulham, Kensington & Chelsea, Westminster, Brent, Ealing, Hillingdon, Hounslow, Harrow) following a successful grant bid to develop a recruitment and retention hub.

That the Corporate Director for Children and Young People:

i)             Notes that Brent Council, alongside Ealing, Hammersmith and Fulham, Harrow, Hillingdon, Hounslow, Kensington and Chelsea and Westminster Councils has been awarded £708,466 by the Department for Education for a West London Fostering Recruitment and Retention Programme.

ii)            Approves the Council entering into a collaboration agreement and associated schedules with the London Borough of Hammersmith and Fulham and six (6) other West London boroughs for the purposes of delivering the West London Fostering Recruitment and Retention Programme.
