What projects will happen in South Kilburn under the £14.5 million and £8 million Community Infrastructure Levy spend to 'revitalise roads, parks and public safety infrastructure'? This spending was announced in the weekly news emails fronted by Council Leader Muhammed Butt of 1 Aug and 19 Sep 2025?

As part of the Investing in Brent programme, Carlton Vale will receive new bins, and the road markings will be refreshed.
There are also approximately 25 new trees planned for the Kilburn ward which South Kilburn is part of specific locations are yet to be confirmed. |

The potholes in Malvern Road NW6 were raised
as a concern at both the previous Brent Connects Kilburn meetings
(the second time by me). This isn't simply a matter of one or two
small potholes, the road has potholes and very uneven surfaces all
the way along, so much so that visitors frequently comment on it,
including describing Malvern Road's surface as 'the worst road in
Brent'.

Surfacing works on Malvern Road (from outside No.?97 to Kilburn Park School) were completed between 4–5 August 2011 as part of the DfT short?section patching programme.
Malvern Road is not currently included in the Planned Maintenance (capital) programme. Brent carries out full condition surveys of all borough roads each year, with new surveys planned for the spring. These results will shape the draft 2026/27 maintenance programme, due to go to Cabinet in early summer. It is therefore not yet possible to confirm whether Malvern Road will be selected for resurfacing. There are no reactive works ordered for this location and no pothole reports on the system.
Residents can report specific issues (e.g., “Pothole outside 1 Malvern Road”) to highways.management@brent.gov.uk so they can be logged and inspected. Any defects meeting investigation thresholds will be prioritised for repair. If no specific locations are provided, defects will be picked up during the next routine inspection.

You have provided details of when surfacing works last happened for only part of Malvern Road (much less than half), from number 97 up to Kilburn Park School. This was in 2011.

It is helpful to hear that Brent commissions annual 'commission comprehensive condition surveys' of ALL roads in the borough. Malvern Road residents are not looking for unfair advantage, just to have the same chance as other streets of appropriate and timely surfacing work.

Thank you for providing the email address, council website link and FixMyStreet link for reporting areas of concern. However, many of the potholes were previously reported on FixMyStreet. Those reports have now disappeared.

Parking on double yellow lines at the Shirland Road end of Malvern Road and the adjoining sections of Chippenham Gardens and Stuart Road is constant. There are almost always between 5-14 cars parked illegally. Calling Brent's Parking Line to report this has made little difference. There is a sign saying cameras are in use, but they clearly aren't. Will cameras or other effective measures to address this illegal parking be installed, especially as Brent is now spending CIL money?

We will arrange for the Enforcement Team to carry out increased monitoring visits at this location over the next three weeks to further investigate the situation and help address the issue of illegally parked vehicles.
We do not enforce parking by cameras due the changes in the law. As such, there will not be cameras deployed.

Some potholes are now dangerous, causing vehicle bouncing and other risks. Residents “cannot wait” for long?term resurfacing programmes due to severity. Is there a service for temporary, quick pothole repair, instead of waiting months for full resurfacing?

Our reactive maintenance programme will address investigation level safety defects. Residents can report highways defects through the following channels:

There is regular criminal activity in the South Kilburn Open space, along with poor lighting and anti-social behaviour. Fly-tipping has increased too due to new residents moving into Peel Precinct with insufficient bins. Will lighting and CCTV be increased around the park? Will recycling/bins be increased as well to reduce fly?tipping?

Parks & Green Spaces: I’m afraid that we are not seeking to install any additional lighting in south Kilburn Open Space. There is a large amount of fly tipping that takes place at the corner of the park and a closed housing estate. I understand that traffic will temporarily be directed along the edge of the park, which will hopefully reduce the opportunity for fly tipping as well as any search of fly tips by the environmental enforcement team for evidence.
Neighbourhood Management: We have a number of redeployable (temporary) cameras that are used across the Borough as a temporary measure. The decision as to where these cameras are located is based on a CCTV committee that meets every six weeks and includes various internal and external stakeholders. Depending on issues relating to ASB, waste and other matters, these are brought forward in the form of requests for temporary CCTV from the relevant department.
We would expect each department to let individuals know how they should build evidence up for a particular issue which may in turn be enough to then warrant the request for a camera. Crime data reported to the Police can also assist with this. Whilst we understand that an individual may see a need for CCTV, the relevant department will have a holistic view which encompasses the needs of the entire Borough.
Please be aware this is a temporary measure where cameras usually remain in situ for up to 3 months.
I believe the Housing Regeneration team carrying out work in South Kilburn were also looking at longer term CCTV opportunities during the next Housing phases. |

The dog walking community received no consultation from Cemetries about the PSPO renewal (due to it lapsing / having lapsed on 1 February 2026) and no communication about it being renewed – why did this happen despite being a key affected group?

I was informed by the Cemeteries Manager both Friends groups (Friends of Paddington Old and the newly formed group - Dogs of Paddington Old) were informed of the consultation end date and requested to pass on to any other relevant groups/residents who may want to participate.

Around Pering House (Sheltered Housing) there are drug users and other unwelcomed activity – what can the Council do to design out this anti-social behaviour to ensure / maintain the safety of the elderly residents?

Response From: Community Safety
ASB officer did a joint visit to Perrin House with Supported Housing Officer from Notting Hill Genesis, discussed the security of the building, following concerns on the safety of the elderly residents. Housing Officer confirmed that the main front entrance door is due to be replaced with a more robust security door for residents however there may be a delay as the foundation works have not yet been completed. The bin area was also inspected; there are plans to also design out the area however, the timeline has not been confirmed. Lastly, we will encourage resident to report to the Police any criminal matters such as drug related activities with timings of incidents.
