Application by Coral Racing for a provisional statement for a betting premises licence for '300-302' (Preston Road, Harrow, HA3 0QP) pursuant to the provisions of the Gambling Act 2005
Decision:
that the application by Coral Racing for a provisional statement for a betting premises licence for ‘300-302’ (Preston Road, Harrow, HA3 0QP) pursuant to the provisions of the Gambling Act 2005 be agreed with conditions.
The following conditions to be added to the licence:-
1. The premises shall install and maintain a comprehensive CCTV system as per the minimum requirements of the Home Office. All entry and exit points will be covered enabling frontal identification of every person entering in any light condition. The machine area will also be covered by CCTV. The CCTV system shall continually record whilst the premises is open for licensable activities and during all times when customers remain on the premises. All recordings shall be stored for a minimum period of 31 days with date and time stamping. Recordings shall be made available immediately upon the request of Police or authorised officer throughout the preceding 31 day period.
2. Notices indicating that CCTV is in use at the Premises shall be placed at or near the entrance to the Premises and within the Premises.
3. A monitor shall be placed inside the Premises above the front door showing CCTV images of customers entering the Premises.
4. The Licensee shall install the following aspects of “Raid Control” as agreed with the Police:
1. Robbery Awareness Training
2. Cash Handling Procedures
3. Time delayed systems
4. CCTV as set out above
But excluding smoke and dye packs
5. The licensee shall provide a clear line of vision in to the premises from the street from that part of the shop frontage marked pink on plan 3652/LP01 Rev B.
6. The licensee shall place and maintain a sign at the entrance to the Premises stating that access to the premises will be excluded to the following people:
Anyone who is under the age of 18;
Anyone who appears to be under the age of 21 and is unable to provide proof of age that they are over the age of 18;
Anyone who is barred from the premises;
Anyone who has alcohol on their person;
7. The licensee shall place and maintain a sign at the entrance to the Premises stating that “Persons causing criminal damage on the premises will be prosecuted”.
8. All doors and windows shall remain closed during any licensable activity and where a door is used for customers to enter or leave the premises the door will be fitted with a self-closing magnetic locking device that can be used at management discretion.
9. The licensee shall install and maintain an intruder alarm and panic button.
10. The licensee shall install and maintain a full counter screen at the premises.
11. The licensee shall install and maintain a magnetic door locking system for the customer toilet operated by staff from behind the Counter.
12. The licensee shall operate and advertise a “Think 21” scheme at the premises.
13. The licensee shall maintain a bound and paginated incident log at the Premises in which shall be recorded all incidents of crime and/or disorder (whether on or associated with the premises), attempts by underage persons to gain access to the premises, or any other incidents relevant to the licensing objectives. The log shall be maintained at the premises and produced to the police or licensing authority forthwith on request.
14. The licensee shall install and maintain a fire alarm and smoke detection system.
15. The window panes shall not be tinted and no signage or stickers will be attached to the window at eye level.
The Alcohol and Entertainment Licensing Sub-Committee (B) felt that there was no evidence to suggest that the application would undermine the licensing objectives (keeping gambling crime free, making sure that gambling is fair and open and protecting children and vulnerable adults). In addition, it felt that the conditions suggested by the applicant, of which all bar one had been substantively agreed by the police, would help enable the applicant to uphold the licensing objectives and accordingly the application was approved with these conditions attached.
