Purpose:
To request authority to authorise the West London Waste Authority (WLWA) to award contracts for the transportation and processing of dry recyclables (Lot 1) and the collection and reprocessing of fibre materials (Lot 2).
Decision:
That the Corporate Director of Neighbourhoods and Regeneration, in consultation with the Cabinet Member for Public Realm and Enforcement:
i) Notes the Cabinet Member for Public Realm and Enforcement has granted an exemption from the requirement to tender for contracts for the (i) the transportation and processing of dry recyclables and (ii) the collection and reprocessing of fibre materials.
ii) Approves authorising the West London Waste Authority (WLWA) to award the following contracts:
a. Award the contract for Lot 1 for the Transportation and Re-processing of Dry Recyclables for an initial term of three (3) years, with the option to extend for up to four (4) additional years, exercised in two (2) extension periods of two (2) years each, with an estimated value of £10,092,600 to N&P Crayford MRF Limited.
b. Award the contract for Lot 2 for the collection and reprocessing of fibre material for an initial term of three (3) years, with the option to extend for up to four (4) additional years, exercised in two (2) extension periods of two (2) years each, with a value of £2,201,892 to Smurfit Westrock UK Limited. Please note that in this contract there is no processing cost to the Council as the provider collects the material and provides an income to the Council from the sale of fibre collected.
c. Notes that the Cabinet Member for Public Realm and Enforcement approved entry into a Memorandum of Understanding with the WLWA and the London Borough of Ealing to cover the respective obligations of the parties in relation to the contractual arrangement and processing of payments.
Reasons for the decision:
The Council requires the provision of transportation and processing of dry recyclables and the collection and reprocessing of fibre materials. Council officers have sought and obtained from the Cabinet Member for Public Realm and Enforcement an exemption from the usual Contract Standing Orders requirements to tender for Medium and High Value Contracts in respect of the contracts. These contracts need to be reprocured to continue current service obligations for the London Borough of Brent and London Borough of Ealing.
Alternative options considered:
These contracts need to be reprocured to continue current service obligations for the London Borough of Brent and London Borough of Ealing. WLWA have undertaken a procurement exercise for the contracts and have identified the contractors providing the most advantageous offer in accordance with relevant evaluation criteria.
