To request authority to enter into a grant funding agreement with Transport for London (TfL) in relation to a contribution towards work to enable delivery of the single option selection stage of development for the West London Orbital Scheme.
Decision:
That the Corporate Director of Neighbourhoods and Regeneration:
i) Approves the Council entering into a grant funding agreement with Transport for London for the purposes of work to enable delivery of the single option selection stages of development, corresponding to Network Rail’s Project Acceleration in a Constrained Environment (PACE) Event Stage 2, in the sum of £465,516.07.
Reasons for the decision:
Cabinet considered a paper entitled ‘funding contribution towards next stage development costs for West London Orbital Scheme’ on 7 April 2025 and resolved ‘to agree that the Council contribute £465,516 and £150,000 contingency, funded from Strategic Community Infrastructure Levy, as its agreed share of the cost of taking forward the next stage of development of the West London Orbital (WLO).
The Corporate Director of Neighbourhoods and Regeneration’s approval of the Council entering into a grant funding agreement with Transport for London (TfL) for the purposes of work to enable delivery of the single option selection stage of development, corresponding to Network Rail’s Project Acceleration in a Constrained Environment (PACE) Event Stage 3 in the sum of £465,516.07 is consistent with the Cabinet resolution.
The grant funding is necessary to pursue the next stage of the West London Orbital. The agreement sets out the scope of the works that the Council’s contribution will enable Transport for London (TfL) to deliver, whilst confirming the terms and obligations of both the Council and TfL in respect of the funding of this work.
Alternative options considered:
The terms of the funding agreement have been reviewed and subject to amendments by the Council’s legal representatives, which TfL have agreed. To progress with the West London Orbital (WLO) and deliver its next stage, the Council’s funding, along with other partners (TfL, boroughs and Old Oak and Park Royal Development Corporation) is required. The merits of the WLO and its next stage funding has been agreed by Cabinet on 7 April 2025. Given that the terms of the funding agreement are considered acceptable, for the Council not to enter would be considered inappropriate as the Council would not make the contribution that was approved by Cabinet and the next stages of the WLO development could not continue. This would be inconsistent with the Council’s acknowledgement of the benefits of WLO.
