Purpose:
This decision seeks authority to proceed with a direct award for the provision of Brent Care Share services.
Decision:
To approve (based on the pre-tender considerations identified) the award of a 3-year contract to Enterprise Rent-A-Car UK Limited (“Enterprise”), via the CCS Framework RM6265 (Vehicle Hire Solutions) for the provision of Brent Car Club services for the use of vehicles by officers.
Reasons for the decision:
The council requires the provision of a car share service. Council officers have undertaken a procurement exercise using the CCS Framework RM6265 (Vehicle Hire Solutions) Framework Agreement (the “Framework”) and identified Enterprise Rent-A-Car UK Limited (“Enterprise”) as the contractor in accordance with relevant criteria set out in the Framework and therefore recommend award of a contract for a Car Share Service (the “Contract”) to this contractor.
Alternative options considered:
The Council requires the provision of a car share service. Officers have considered whether the car share service can be provided by the Council itself but have concluded that a car share service is best provided by a contractor at the current time.
Officers have reviewed a range of procurement options and have determined that the use of a framework is the most appropriate, shortest and cost-effective means of procuring a contractor.

Parties Consulted: Due to the short time constraints and necessity to provide continuity of service, detailed consultation was not possible. Where services have had the sole use of vehicles, this has been taken into consideration in the new contract with Enterprise Rent-A-Car UK Limited to ensure that provision of service can continue. The new contract allows for removal / addition of vehicles as required by the business. A more detailed review will take place in 2026 to review the usage of the cars, based on the accurate management information which will be supplied by Enterprise Rent-A-Car UK Limited, to see the number of vehicles needs to be changed. A separate exercise will be carried out in 2026-27 to review the public access to car share services, and whether this needs to be sourced separately, and what the demand for this service will be.
