Purpose:

To request authority to award a contract for a targeted early intervention service for children in Brent schools.

Decision:

That the Corporate Director Children, Young People and Community Development:

 

i)               Notes the Cabinet Member for Children Young People and Schools (now Cabinet Member for Children’s Services, Education and Employment) has granted an exemption from the requirement to tender for a contract for a Targeted Early Intervention Service for children in Brent schools.

 

ii)              Notes the Contract Standing Order 89 considerations.

 

iii)            Confirms approval of the direct award of the contract for a Targeted Early Intervention Service for children in Brent schools for a period of three (3) years for the sum of £300,000, ex VAT, to AllChild.

Reasons for the decision:

The Council requires the provision of a Targeted Early Intervention Service for Children in Brent schools and currently has a contract with AllChild delivering an early intervention service in Brent that focuses on children under-achieving and children receiving Special Educational Needs support. The Council has sought and obtained an exemption from the requirement to tender a contract from the Cabinet Member for Children, Young People and Schools to enable a direct award to AllChild, who have developed good relationships with Brent schools and collaborate effectively to identify children that will benefit most from their intervention and support.

Alternative options considered:

Officers considered whether these Targeted Early Intervention Services could be provided by the Council itself but concluded that they are best provided by a contractor.

 

Officers reviewed a range of procurement options but consider that a direct award to the named contractor is the most appropriate means of procuring a contractor.

This includes Brent primary and secondary schools, Inclusion Service, Early Help Service, Director for Early Help and Social Care and Cabinet Member for Children, Young People and Schools (now Cabinet Member for Children's Services, Education and Employment).
