Purpose:
To request approval to use a framework to procure consultancy services for the Youth Facilities Capital Investment Programme.
Decision:
That the Director of Property and Assets:
i) Approves Brent Council’s participation in in a call-off procedure under Lot 1 of Construction Professional Services, Crown Commercial Services Framework RM6165 in respect of consultancy services for the Youth Facilities Capital Investment Programme.
ii) Confirms there is sufficient budgetary provision for the proposed call-off contract.
iii) Approves inviting bids under the framework agreement on the basis of the pre-tender considerations.
iv) Approves officers evaluating bids on the basis of the evaluation criteria.
Reasons for the decision:
In October 2025, Cabinet approved the Youth Facilities Capital Investment Programme Business Case to deliver youth facility enhancements at five youth organisations in Brent. The Council requires consultancy services to delver these projects to allow for an enhanced youth offer in the borough.
It has been determined that the most appropriate means of procuring consultancy services is by way of a mini-competition under Lot 1 of Construction Professional Services, Crown Commercial Services Framework RM6165.
Alternative options considered:
Officers considered whether the consultancy services could be provided by the Council itself but concluded that they are best provided by an external consultancy firm.
Officers reviewed a range of procurement options, including conducting a quotation or tender process, but concluded that the use of the Framework was most appropriate given the reduction in timescales, costs and resources involved.

Parties Consulted: Officers have engaged with youth organisations across the borough to seek their input on proposals as well as involved the shortlisted projects in the feasibility reports to understand their proposals in more detail. Officers also involved Brent’s young people in the process via the panel process that considered presentations and recommended which projects to take forward. Officers will continue to engage with young people as the projects progress through the design and construction phases.
