To request authority to procure Household Removal Services for the South Kilburn Regeneration Programme and Housing Services via Framework.

That the Corporate Director Neighbourhoods and Regeneration:

i)               Approves Brent Council’s participation in a call-off procedure under the Crown Commercial Services (CCS) Logistics, Warehousing and Supply Chain Solutions Framework Agreement (RM6329) for a call off in respect of Household Removal Services for the South Kilburn Regeneration Programme and Housing Services.

ii)              Confirms there is sufficient budgetary provision for the proposed call-off contract.

iii)            Approves inviting bids under the Framework Agreement on the basis of the pre-tender considerations.

iv)            Approves officers evaluating bids on the basis of the evaluation criteria.

The  Council requires the provision of household removal services for the South Kilburn Regeneration Programme and Housing Services borough wide. It has been determined that the most appropriate means of providing the Household Removal Services is through the procurement of a contract by way of a mini-competition under the Crown Commercial Services (CCS) Logistics, Warehousing and Supply Chain Solutions (RM6329).

Officers considered whether the service could be provided by the Council itself but concluded it is best provided by a contractor.

Officers reviewed a range of procurement options, including conducting a tender process, but concluded that the use of the Framework is most appropriate given the reduction in timescales, costs and resources involved.
