To request approval to invite tenders from the Pagabo Framework in respect of undertaking refurbishment works at Barham Park.
Decision:
That the Director Property and Assets:
i) Approves inviting contractor tenders from the Pagabo Framework to undertake refurbishment works at Barham Park on the basis of the pre - tender considerations.
ii) Approves Officers evaluating the tenders on the basis of the evaluation criteria.
Reasons for the decision:
In April 2025, the Barham Park Trust Committee approved a budget of £352,221 to undertake essential refurbishment works at Barham Park. Officers have determined that the most appropriate means of procuring a contractor to undertake the essential refurbishment works is by way of a mini competition via the Pagabo Framework. This ensures bidders have the legal, financial and technical capacity to deliver the contract.
Alternative options considered:
Officers have considered whether the
refurbishment works can be provided by the Council itself and have
concluded that internal contractor services are not available for
these purposes.
Officers have reviewed a range of procurement options and have
established that the use of the Pagabo framework through a
undertaking a competitive tendering process is the most appropriate
means of procuring a contractor.

Parties Consulted: Consultation has taken place with internal stakeholders such as Legal, Procurement and Finance. The tenants at Barham Park have also been engaged about the need to undertake essential refurbishment works in 2025-26. Wider engagement has been undertaken with members through Barham Park Trust Committee and Resources and Public Realm Scrutiny Committee.
