To request approval to use a framework to procure technical consultancy services for the expansion of the Public Mortuary at Northwick Park Hospital.
Decision:
That the Director of Property and Assets:
i) Approves Brent Council’s participation in a call-off procedure under the NHS Shared Business Services Healthcare Planning, Construction Consultancy and Ancillary Services framework agreement for a call-off in respect of the Northwick Park Mortuary Expansion Project consultancy services under Lot 7 Multidisciplinary Services.
ii) Confirms there is sufficient budgetary provision for the proposed call-off contract.
iii) Approves inviting bids under the Framework Agreement for the Northwick Park Mortuary Expansion Project technical consultancy services on the basis of the pre-tender considerations.
iv) Approves officers evaluating bids on the basis of the evaluation criteria.
Reasons for the decision:
The Council requires the provision of multidisciplinary technical consultancy services in order to effectively deliver the expansion of the Public Mortuary at Northwick Park Hospital. It has been determined that the most appropriate means of providing the multidisciplinary technical consultancy service is to procure by way of a mini competition through the NHS Shared Business Services Healthcare Planning, Construction Consultancy and Ancillary Services Framework Agreement.
Alternative options considered:
Officers have considered whether the multidisciplinary technical consultancy services can be provided by the council itself but have concluded that it is best provided by a consultancy organisation as the Council does not have the relevant expertise inhouse.
Officers reviewed a range of procurement options including conducting a tender process but have concluded that the use of the Framework is the most appropriate means of procuring a consultancy organisation given the reduction in timescales, costs and resources involved.

Parties Consulted: The Cabinet Member for Environment and Enforcement has been kept up to date with the projects progress. The ward members will be kept up to date on project milestones such as planning applications, works starting on site and practical completion. The NHS have been consulted on and advised of these proposals and are in support. They have intimated they would be interested in making use of the increased capacity when the hospital mortuary is at capacity. They will be kept up to date with project progress. A working group has been st up with Barnet and Harrow Council. They are in support of the proposal to increase the capacity of the service and officers expect their capital contribution confirmations in due course. Through the working group, the partners will be kept up to date with project progress.
