Purpose:
To request approval to invite tenders for the full management of Bobby Moore Bridge advertising.
Decision:
That the Director of Communities:
i) Approves inviting tenders for the full management of Bobby Moore Bridge advertising on the basis of the pre-tender considerations.
ii) Approves Officers evaluating the tenders referred to in (i) above on the basis of the evaluation criteria.
iii) Approves seeking tenders for the following two options:
a. Advertising on the parapet walls of the bridge only where the existing digital screens are located so that will not affect any of the tiled areas.
b. Advertising on the parapet walls of the bridge, plus the underpass walls, excluding the mural with plaque except on occasional event days at Wembley Stadium.
iv) Notes that bidders must submit a bid for both option a. and option b. but that the preferred bidder for both options will be identified using the bid for option a.
v) Notes that, following evaluation of tenders, Cabinet will make the final award decision between option a. or option b.
Reasons for the decision:
The council requires the provision of full management of Bobby Moore Bridge advertising. It has been determined that the most appropriate means of providing the full management of Bobby Moore Bridge advertising is through the procurement of a contractor by way of a tender process.
Alternative options considered:
Officers considered whether the council could provide the full management of Bobby Moore Bridge advertising itself but concluded that a contractor best provides full management of Bobby Moore Bridge advertising.
Officers recommend an open tender process is the most appropriate means of procuring a contractor.

Parties Consulted: The Leader of the Council and relevant affected ward member consulted approve the two options included in the tender. The Chief Executive has agreed for the two options listed to be included in the tender. The Leader, ward member and Chief Executive have agreed that Cabinet should make the final decision as to which option to proceed with, with further information from the Heritage Officer regarding the underpass tiles to be included in the award report. The Lead Member for Customers, Communities and Culture supports the use of council messages on the bridge, such as promotion of Black History Month. The Head of Healthy Streets and Parking and the Head of Highways Management were also consulted about the continuing use of Bobby Moore Bridge for advertising, and stipulated that any advertising displays or changes should get approval in advance and not interfere with the structure of the bridge.
