Purpose:

This decision seeks approval for the direct award of a contract for Positive Behaviour Support delivery post hospital discharge for children and young people with Brent as lead commissioner.

Decision:

(1)    To note the Corporate Director of Finance & Resources has granted an exemption from the requirement to obtain three written quotes for a Low Value Contract for Positive Behaviour Support delivery post Hospital Discharge.

 

(2)    To note the pre-tender considerations identified in relation to the direct award.

 

(3)    To approve the direct award of the contract for Positive Behaviour Support delivery post Hospital Discharge for an initial six months with an option for an additional six-month extension in the total sum of £170,000 to Positive Behaviour Support Consultancy who are currently supporting children on the Dynamic Support Register across the Integrated Care System.

Reasons for the decision:

The commissioning of the contract supports a project aimed at identifying the most appropriate means of supporting the discharge of children and young people from hospital.  The service will provide in-reach support for young people to prevent escalating need and frequency and severity of challenging behaviours within the hospital setting and support residential homes with additional specialist therapeutic knowledge and skills whilst increasing the number of available placements within West London.

Alternative options considered:

A direct award has been sought for the following reasons:

·             This is a pilot project and as such there is limited time to undertake a full tender.

·             PBSC have been identified by the Provider Collaborative as they are already working with children across the Integrated Care System on the Dynamic Support Register and are known locally.

·             The lack of local links and integration with other alternative providers.
