Alternative options considered:
Completing the work in-house and utilising the
term maintenance contract for delivery. This approach was rejected
on the basis of lack of in-house resource to complete the design.
Delivery utilising the existing term maintenance contract was
rejected due to the time constraints and ability to deliver
contractually other highway work as well as this scheme, in
addition to testing the market
Cabinet/Committee Decision or Scheme of Delegation: Cabinet delegated on 16 July 2018, authority to the strategic Director of Regeneration and Environment, in consultation with the Lead Member for Regeneration, Highways and Planning, to award contract following an open tender for the design and delivery of Phase 1 of Wembley Industrial Estate two-way working. The Strategic Director of Regeneration and Environment approved pre-tender considerations on 26 November 2018.
Parties Consulted: Consulted with the Lead Member for Regeneration, Highways and Planning. Consultation on the scheme was completed when the Wembley Area Action Plan was developed and adopted.
