Purpose:
To recommend to the council, the adoption of the CIL Charging Schedule. CIL will replace S106 planning obligations as the main method of funding infrastructure required through development. The council has consulted on different levy rates for different types of development and this has been subject to a public inquiry. The council, subject to the views of an independent inspector at that inquiry, can now set a variable CIL rate that developers will have to pay after the charging schedule is adopted.
Decision:
(i) that Full Council be recommended to approve the Brent CIL Charging Schedule, with a CIL commencement date of 1 July 2013, subject to the procedures surrounding the settlement of such a date;
(ii) that the S106 Planning Obligations Supplementary Planning Document, as agreed by the Executive on 13 February 2012 be adopted, to come into effect concurrently with the CIL commencement date of 1 July 2013;
(iv) that CIL can be paid in instalments in line with the policy detailed in the report from the Director of Regeneration and Major Projects.
