Purpose:
To request approval for the Council to enter into a Nominations Agreement with Home Group Limited in respect of the property known as 7 units at Block D, Phase 4 Peel Estate, South Kilburn, Brent, for an initial period of 15 years and thereafter shall continue in perpetuity from the date of the Nominations Agreement.
Decision:
That the Corporate Director Neighbourhoods and Regeneration, in consultation with the Cabinet Member for Regeneration and Planning:
i) Approves the Council entering into a Nominations Agreement for Peel Phase 4 with Home Group Housing Association in respect of 7 Social Rented Housing Units.
ii) Delegates authority to Brent Legal Services to finalise and complete the Nominations Agreement.
Reasons for the decision:
The Peel Phase 4 Scheme forms part of the wider South Kilburn Regeneration Programme, delivering mixed tenure housing and associated infrastructure. The Council is the housing authority for the administrative area of Brent within which the property is situated. The Registered Provider is a registered social landlord. It is acknowledged by the Council and the Registered Provider that the 7 Social Rented Housing Units in Phase 4 reached Practical Completion on 13 July 2026.
The decision ensures the Council will have the right to nominate any Secure Tenant to the 7 Social Rented Housing Units from the date of the Nominations Agreement.
Alternative options considered:
If during the Initial Nomination Period the Social Rented Units remain unoccupied after all rights to nominate a Secure Tenant have been exercised by the Council, the Council will have the right to nominate alternative tenants, such as a homeless household.
The Nominations Agreement will ensure equality of opportunity in the nomination process.
The agreement enables the Council and the Registered Provider to work together to meet housing need and create sustainable communities in Brent.
