To request authority to award a contract for Staples Corner Design and Planning services for the delivery of infrastructure projects in Staples Corner Growth Area.

That the Director of Inclusive Regeneration and Climate Resilience:

i)               Approves the award of the contract for Staples Corner Design and Planning Services to Project Centre Limited in the sum of £304,128.75 for a period of three years with option to extend for a further 12-month period.

The Council requires the provision of Design and Planning Services for the delivery of Staples Corner Growth Area Infrastructure Projects. Council officers have undertaken a procurement exercise and identified Project Centre Limited as the contractor providing the most economically advantageous offer in accordance with relevant evaluation criteria and therefore recommend award of a contract for Design and Planning Services for the delivery of Staples Corner Growth Area Infrastructure Projects to this contractor.

Officers have considered whether the Design and Planning Services can be provided by the Council itself but concluded that they are best provided by a contractor.

Officers have reviewed a range of procurement options, including conducting a bespoke tender process, but concluded that the use of a Framework is the most appropriate means of procuring a contractor given the reduction in time-scales and represents the most efficient use of resources.
