Purpose:
To consider the content of the draft West London Waste Plan and approve it being published for consultation, consistent with Regulation 18 of the Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended).
Decision:
That the Corporate Director Neighbourhoods and Regeneration, in consultation with the Cabinet Member for Regeneration, Planning and Property:
i) Considers the content of the report and draft updated West London Waste Plan attached as Appendix A to the report.
ii) Approves the consultation on the draft updated West London Waste Plan Plan (‘Regulation 18’ consultation) based on the consultation arrangements outlined in paragraph 3.26 of the report.
iii) Delegates to the Head of Planning (in consultation with the Corporate Director of Neighbourhoods and Regeneration) authority to make minor modifications to the draft document prior to consultation (in conjunction with other participating boroughs).
iv) Notes that, subject to response rate and complexity of responses, officers will aim to formally report the outcomes of the consultation to the Cabinet Member for Regeneration, Planning and Property in Spring 2026, when it is anticipated that approval will be sought for ‘Regulation 19’ consultation on the draft West London Waste Plan.

Parties Consulted: The Cabinet Member for Regeneration, Planning and Property has been briefed. The Cabinet Member for Public Realm and Enforcement has also attended a briefing hosted by the West London Alliance and delivered by the consultants, BPP. Appropriate notifications consistent with the Council's Statement of Community Involvement will be carried out for the next stages. The proposed Regulation 18 consultation arrangements are outlined in paragraph 3.26 of the accompanying report.
