Purpose:

To request approval to use a framework to procure designa nd planning services for the delivery of four priority infrastructure projects in Staples Corner Growth Area.

Decision:

That the Director of Inclusive Regeneration and Climate Change:

 

i)               Approves Brent Council’s participation in a call-off procedure under the ESPO Consultancy Services Framework Agreement (664_25 – Lot 5 Highways, Traffic and Transport) for a call off in respect of Design and Planning Services for Staples Corner Growth Area Infrastructure Projects.

 

ii)              Confirms there is sufficient budgetary provision for the proposed call-off contract.

 

iii)            Approves inviting bids under the framework agreement on the basis of the pre-tender considerations.

 

iv)            Approves officers evaluating bids on the basis of the evaluation criteria.

Reasons for the decision:

The Council requires the provision of Design and Planning Services for the delivery of Staples Corner Growth Area Infrastructure Projects. It has been determined that the most appropriate means of providing the Design and Planning Services is through the procurement of a contract by way of mini-competition under the ESPO Consultancy Services Framework.

Alternative options considered:

Officers considered whether the Design and Planning Services could be provided by the Council itself but concluded that they were best provided by consultants.

 

Officers reviewed a range of procurement options, including conducting a bespoke tender process, but have concluded that the use of the Framework is the most appropriate means of procuring a contractor given the reduction in timescales and efficient use of resources.

Parties Consulted: The Staples Corner Growth Area Masterplan and Design Code Supplementary Planning Document, which informs the four priority infrastructure projects, was developed following extensive consultation with the community and stakeholders. Statutory public consultation was carried out for 6 weeks in June and July 2024. The Leader and Cabinet Member for Regeneration, Planning and Property were briefed in May 2025 and ward members were briefed in January 2025. Engagement has been carried out with; LB Barnet and Transport for London, and will continue into the next design stages.
