Purpose:
To request approval to use Lot 10 (Demolition) of the Construction Works and Associated Services Framework RM6088 to procure a contractor for demolition of Council-owned buildings at Bridge Park.
Decision:
That the Director of Property and Assets:
i) Approves Brent Council’s participation in a call-off procedure under Lot 10 (Demolition) of the Construction Works and Associated Services Framework RM6088 for a call off in respect of the proposed demolition and site clearance works at Bridge Park.
ii) Confirms there is sufficient budgetary provision for the proposed call-off contract.
iii) Approves inviting bids under the CCS Lot 10 (Demolition) of the Construction Works and Associated Services Framework RM6088 for the proposed demolition and site clearance works at Bridge Park on the basis of the pre-tender considerations.
iv) Approves officers evaluating bids on the basis of the evaluation criteria.
Reasons for the decision:
The Council entered into a Conditional Land Sale Agreement (CLSA) with Stonebridge Real Estate Development Limited (SRED) to deliver the regeneration of the Bridge Park complex and adjacent Unisys Towers site. The Council needs to provide vacant possession of the site to SRED.
Following on from Cabinet’s decision in June 2025 to seek demolition of the buildings, subject to the outcome of the Secretary of State for Culture Media and Sport (DCMS) decision on whether the buildings will be listed, the Council will require a demolition and site clearance contractor to demolish and clear the site.
It has been determined that the most appropriate means of carrying out the demolition and site clearance works is to procure a contractor by way of a mini-competition under the CCS Lot 10 Construction Works and Associated Framework RM6088.
Alternative options considered:
Officers have considered whether the demolition and site clearance works can be carried out by the Council itself but concluded that it is necessary to procure a contractor to carry out the works as the Council does not have the expertise or resources in-house.
Officers have also considered an alternative procurement method, such as an open tender process, but concluded that a framework can procure a contractor quicker and more efficiently.

Parties Consulted: The Cabinet Member for Regeneration, Planning and Property will be kept up to date with the progress of the project.
