Decision details
Authority to procure Water Supply Services using a Framework Agreement (non-key officer recordable decision)
Decision Maker: Corporate Director of Neighbourhoods & Regeneration
Decision status: Recommendations Approved
Is Key decision?: No
Is subject to call in?: No
Purpose:
To request approval to use a framework to procure Water Supply Services.
Decision:
That the Corporate Director Neighbourhoods and Regeneration:
i) Approves Brent Council’s participation in a call-off procedure under the Laser Water Supply and Sewerage Services Framework Agreement for a call-off in respect of Water Supply Services.
ii) Confirms there is sufficient budgetary provision for the proposed call-off contract.
iii) Approves inviting bids under the Framework Agreement for Water Supply Services on the basis of the pre-tender considerations.
iv) Approves officers evaluating bids on the basis of the evaluation criteria.
Reasons for the decision:
The Council requires the provision of Water Supply Services. It has been determined that the most appropriate means of providing the Water Supply Services is through the procurement of a contract for Water Supply Services by way of a mini-competition under the Laser Water Supply and Sewerage Services Framework.
Alternative options considered:
Officers considered whether the Water Supply Services could be provided by the Council itself but concluded that Water Supply Services are best provided by a contractor.
Officers have reviewed a range of procurement options, including conducting a tender process, but have concluded that the use of the Framework is most appropriate given the reduction in time-scales, costs and resources involved.
Wards Affected: (All Wards);
Cabinet/Committee Decision or Scheme of Delegation: Officer scheme of delegation - non-key recordable officer decision.
Parties Consulted: None.
