To request authority to procure a Brent Civic Intumescent Coating contract using a dynamic purchasing system.

That the Director of Property and Assets:

i)               Approves Brent Council’s participation in a call-off procedure under the PAGABO DPS for Small Works in respect of Brent Civic Intumescent Coating.

ii)              Confirms there is sufficient budgetary provision for the proposed call-off contract.

iii)            Approves inviting bids under the Dynamic Purchasing System for Brent Civic Intumescent Coating on the basis of the pre-tender considerations.

iv)            Approves officers evaluating bids on the basis of the evaluation criteria.

The Council requires the provision of Brent Civic Intumescent Coating. It has been determined that the most appropriate means of providing the contract is by way of a mini-competition under the PAGABO DPS for Small Works.

Officers considered whether the coating could be provided by the Council itself but concluded it was best provided by a contractor. Officers reviewed a range of procurement options, including conducting a tender process, but concluded that the use of the DPS is the most appropriate means of procurement in terms of reduction of time scales, costs and resources.

The Council has taken procurement steps to ensure that the contractors able to bid are qualified to conduct the work in a compliant manner.
