Purpose:
To extend and vary two call-off contracts for the provision of care and support services under the Extra Care Housing for Beechwood Court, Harrod Court, and Tulsi House with Westminster Homecare Limited; and Willow House, Rosemary House, and Newcroft House with London Care.
Decision:
(1) To approve an extension to the current call-off contract for the provision of care & support services under the Extra Care Housing for Beechwood Court, Harrod Court and Tulsi House with Westminster Homecare Limited (‘Westminster Contract’) for a period of 90 days from 3rd June 2025 to 31st August 2025 for the sum of £238,907.90.
(2) To approve a variation to the Westminster Contract detailed in (1) above to allow for the extension.
(3) To approve an extension to the current call-off contract for the provision of care & support services under the Extra Care Housing for Willow House, Rosemary House, and Newcroft House with London Care Limited for a period of 90 days from 3rd June 2025 to 31st August 2025 for the sum of £205,329.38.
(4) To approve a variation to the contract with London Care Limited detailed in (1) above to allow for the extension.
Reasons for the decision:
The Council currently has two contracts for the provision of Extra Care Housing support services for six extra care schemes. One contract was awarded to Westminster Homecare Limited which commenced on 3rd September 2018, for three of the six extra care schemes (Beechwood Court, Harrod Court and Tulsi House). The other contract was awarded to London Care Limited which commenced on 4th June 2018, for the other three extra care schemes (Willow, Newcroft and Rosemary House(s). The two contracts were let for an initial period of five years with an option to extend by up to two further years (the “Contracts”). The two Contracts were extended and varied to align their termination and enable the procurement of all six extra care schemes before their expiry date on 2nd June 2025.
Following approval to tender for the above procurement in February 2025, a full process was commenced. However, a number of factors have influenced and delayed the procurement process which means it will not be possible to recommend the award of the contract on the indicative dates envisaged.
Officers have therefore recommended extending the two call-off contracts by a further 90 days (from 3rd June 2025 to 31st August 2025) in order to achieve best value for the Council due to the timescales of the procurement exercise; the mobilisation and implementation of the new contract;. The variation and extension to the Contract will ensure continuity of services without any disruption to the service and service users in the three extra care schemes.
Alternative options considered:
The extension and variation of the call-off contracts will allow for a continuity of services for the service users in receipt of extra care support services, whilst the new contract is put in place, allowing enough time for the implementation period and a seamless transfer to the new provider.
