Purpose:
To request authority to use a framework to procure a Managed Service Provider for the supply of temporary agency workers for Brent Council.
Decision:
That the Corporate Director Law and Governance:
i) Approves Brent Council’s participation in a call-off procedure under the YPO Managing Recruitment and Resourcing, Lot 1: Managed Service for Temporary Recruitment for Local Authorities Framework Agreement for a call off in respect of the supply of temporary agency workers and ad-hoc permanent recruitment services.
ii) Confirms there is sufficient budgetary resources provision for the proposed call off contract.
iii) Approves inviting bids under the framework agreement on the basis of the pre-tender considerations.
iv) Approves officers evaluating bids on the basis of the evaluation criteria.
Reasons for the decision:
The council requires the provision of the supply of temporary agency workers. It has been determined that the most appropriate means of providing the supply of temporary agency workers is through the procurement of a contract for the supply of temporary agency workers by way of a mini-competition under the YPO Managing Recruitment and Resourcing, Lot 1: Managed Service for Temporary Recruitment for Local Authorities Framework Agreement. The tender process will also incorporate ad-hoc permanent recruitment services, an optional service available through the framework.
Alternative options considered:
Officers considered whether the supply of temporary agency workers and ad-hoc permanent recruitment services could be provided by the council itself but concluded that it was best provided by a contractor.
Officers reviewed a range of procurement options including conducting a tendering process but concluded that the use of the framework was the most appropriate means of procuring a contractor given the reduction in timescales, costs and resources involved.
Officers reviewed a range of possible frameworks that could be used before selecting the preferred framework, which was preferred due to its proven success in procuring Managed Service Provider contracts. The framework offers flexibility to procure a hybrid model solution and has a sufficient number of registered suppliers capable of delivering the required services. Additionally, the framework support team provides high quality, timely responses, ensuring an efficient process, demonstrating the best value approach for the Council.
