Purpose:

To request authority to award a contract for Disclosure and Barring and associated checking services.

Decision:

That the Corporate Director Finance and Resources:

 

i)               Approves the pre-tender considerations.

 

ii)              Approves the award of contract for disclosure and barring and associated services to Complete Background Screening Ltd for a period of three years with an option to extend for a further period 12 months in the sum of £400,000 ex VAT, by way of a direct award from the Crown Commercial Service – G-Cloud 14 Framework Agreement RM1557.14.

Reasons for the decision:

The Council requires the provision of disclosure and barring and associated checking services, comprehensive standards and stringent practices designed to safeguard vulnerable individuals. This includes implementation of a secure online application system for criminal record checks and other relevant background screenings. Additionally, the Council requires a streamlined process for the timely processing and notification of the outcome of these checks. An annual report must be provided to the Council, detailing any status changes for employees registered with the DBS Update Service. Furthermore, guidance and support must be provided in relation to changes in the Disclosure and Barring Service (DBS) regulations, associated legislation, and the evolving codes of practice and best practice standards.

Alternative options considered:

Officers considered whether the Council can directly provide disclosure and barring and associated checking services but have concluded that these checks are best delivered by an external contractor due to expertise, efficiency, capacity and compliance requirements.

 

Officers reviewed a range of procurement options and have determined that the use of a framework is the most appropriate and cost effective means of procuring a contractor to allow for a streamlined procurement process, reduce procurement timeframes allowing the council to bring in the support faster, ensure that the project and procurement stays compliant with procurement legislation and ensure that the Council is in receipt of transparent costings.
