Purpose:
To request authority to award contracts as required by Contract Standing Order 88 for Strategic Asset Management.
Decision:
That the Corporate Director Neighbourhoods and Regeneration:
i) Approves the pre-tender considerations.
ii) Approves the award of contract for Software for Strategic Asset Management to Causeway Technologies Limited for 3 years plus one additional year in the sum of £238,591 by way of a direct award from Lot 2 – Cloud Software of the CCS G Cloud 14 Framework Agreement.
Reasons for the decision:
The Council requires the provision of software for Strategic Asset Management, an electronic hosted asset management tool to manage the condition and programming of maintenance for Brent Council’s carriageway and footway assets. The award of contract will contribute to the borough by enhancing the management, maintenance and sustainability of public assets, improving service delivery and promoting efficient use of resources in line with strategic goals, and supports the digital workplace theme of the digital strategy. By ensuring staff have access to technology that will enable them to work efficiently.
Alternative options considered:
Officers have considered whether the software for Strategic Asset Management could be provided by the Council itself but have concluded that the software is best provided by a contractor due to cost, resourcing, expertise, time constraints, scalability and flexibility and compliance with best practice. All factors considered, it was agreed that it would be more efficient and cost-effective to use specialised vendors rather than building a software from scratch.
Officers reviewed a range of procurement options and determined that the use of a framework was the most appropriate and cost-effective means of procuring a contractor.
Officers reviewed a range of available frameworks but concluded that Lot 2 – Cloud Software of the CCS Cloud 14 Framework Agreement was the most appropriate framework.
