Purpose:

To seek authority to procure a contractor for the conversion of Brent Community Law Centre (BCLC) using the South East Consortium Internal and External Building Works Framework.

Decision:

That the Director of Property and Assets:

 

i)               Approves Brent Council’s participation in a call-off procedure under the South East Consortium Internal and External Building Works Framework Agreement for a call off in respect of Brent Community Law Centre (BCLC) conversion works.

 

ii)              Confirms there is sufficient budgetary provision for the proposed call-off contract.

 

iii)            Approves inviting bids under the framework agreement on the basis of the pre-tender considerations.

 

iv)            Approves officers evaluating bids on the basis of the evaluation criteria.

Reasons for the decision:

Conversion works are required at the Brent Community Law Centre in order to deliver 2 X 4 bedroom affordable housing units. It has been determined that the most appropriate means of delivering the conversion works is to procure a contractor by way of a mini-competition under the South East Consortium Internal and External Building Works Framework Agreement to carry out the works.

Alternative options considered:

Officers considered whether the conversion works could be delivered by the Council itself but concluded that it is necessary to procure a contractor to carry out the works.

Parties Consulted: i4B Board Members will be consulted throughout the procurement. The Cabinet Member for Regeneration, Property and Planning will be kept up to date with the progress of the project. Willesden Green Ward Members will be kept up to date on project milestones, e.g. works starting on site and practical completion.
